It’s an issue with the .po file names and how gettext is expecting to find translations. There’s actually been a question raised with Weblate since the last time I looked into that warning for the Debian packaging: Why does Weblate use `zh_Hans` and `zh_Hant` instead of `zh_CN` and `zh_TW` like everyone else? · WeblateOrg · Discussion #15988 · GitHub
I manually compiled the language, generated a. mo file, and manually moved it to/etc/share/scale/zh_CN/LC.MESSAGES/, which took effect and helped me improve my translation
