So we’ve moved over to keyserver.ubuntu.com and that will be in next week’s LXC release.
Until then, you can directly patch the lxc-download script in /usr/share/lxc/templates/ or set DOWNLOAD_KEYSERVER in your environment to whatever server you’d like to use.
