I just migrated from LXD to Incus, and now all containers share the same Load Average.
Is this a known issue?

It’s not an issue, it’s a configuration 
You likely had the snap lxcfs.loadavg option enabled on your system, you can set the same thing through /etc/default/incus. Note that this will require a restart of incus-lxcfs which will in turn require all containers to be restarted.
