C's didn't start after AC loss / reboot

Just a report that one machine that run’s incus 6.16 and is not connected to a UPS did not start the containers after a power failure and reboot.

incus list, showed all containers were stopped even though the machine was up for a longer time and c’s should have been started. The incus list command must have triggered something that made the previously running containers start up.

This is still a thing i am observing with power outages and containers will start up only after a incus command like incus list is run. I know it’s a fringe case and UPS and save shutdowns should be run though i also believe containers should start up like everything else did.

On ubuntu 24.04 with version 6.20
