Hi,
I’m on debian bookworm and want to move my lxd containers to incus. Unfortunately the bookworm-backports version of incus does not contain lxd-to-incus.
How would I migrate without lxd-to-incus?
It is just a static binary. You can download it from the release page. 
The native Debian package has a separate incus-tools package which includes lxd-to-incus, but otherwise as mentioned by @jarrodu you can also fetch our static build of the tool.
