Any idea why there are only Oracle containers available and virtual machines not?

Most likely because nobody spent the time to add/test support for VM images of Oracle Linux in distrobuilder (GitHub - lxc/distrobuilder: System container image builder for LXC and LXD).

As I installed Incus UI, I might try to import custom OL9 iso image to see how it works.
