All the errors shown make sense.

You have an instance called ubuntu so trying to launch (create) more with the same name fails with an error telling you the name has already been used.

Your win11 VM is already running, so trying to start it again won’t work.
Use lxc console win11 --type vga to see the existing running instance instead.

Win11 has requirement of tpm
to add tpm to vm use:

lxc config device add win11 vtpm tpm

It was installed after setting to 100G
lxc config device override win11 root size=100GiB

When installing in Korean, 53G of free space is required.
