VM crash when cpu.limits is set to more then 1

,

hi, i am running a lxd 5.17 on a Hyper-V Ubuntu VM for development purposes,
i enabled nested virtualization on hyper-v and i can create VM with lxd,
but with a windows server 2012 , if i set the cpu.limits to more then “1”, vm crash with the following error , after the “getting ready” screen of windows, it happens every time i install the windows,it works fine with limits.cpu=1,
my cpu is intel i7-9750H
vt-d is enabled
kvm also says virtulization is enabled inside the Ubuntu Machine
microcode.ctl and intel-microcode is installed
