Hello, I want to know if the only difference between, for example, debian /13 and debian/13/cloud images are the inclusion of cloud-init package (and its dependencies).

Yes, the /cloud ones supports cloud-init and I think that’s the only difference.
Btw, cloud-init is not limited to debian, the /cloud variant exists for most of the distros (on the image server).
